The brief / spec

Get a clear brief and reduce it to writing. Don't leave it up to the imagination as to what is included and what is not. Then the imagination will win and you will lose money. For example if you are developing a small web site, state clearly if there are any fancy features included, such as feedback forms, php scripts, database connections and so on.

If it is not included say so. You don't want confusion later. For example coding a web site does not include submitting it to search engines, or optimizing the keywords. This is a separate function and should be billed as such.

How much to quote

This varies from client to client and depends on the level of your skill. Some clients will have a specific budget, others will not. Once you have a clear brief, calculate the time you think it will take. Allow another 20% or so for unexpected issues. For web sites i quote on a per page basis as opposed to an hourly basis. For systems i quote on the number of modules or programs. If i have to prepare a detailed specification., i will charge for this as well.

Also do some research and see what other competitors are charging for similar work.

Admin and logistics issues

Make sure you know how and when you will be paid. If it is long project, negotiate progress payments. For international work, make sure you know the tax implications. Which taxing authority will you be liable to and how much tax will you pay. In what currency will you be paid.
